EU PALLET PRODUCTION NODES | REGULATION (EU) 2023/1115

The Buyer: EU Groups Selling Pallets as a Product Across Several Nodes

A group running production nodes in Austria, Germany, Hungary, Poland and Romania, and selling wooden pallets outward as a product, sits exactly where the EU deforestation framework puts the heaviest paperwork: on the operator. A presswood pallet machine changes that exposure at the recipe level. It presses recovered sawdust, straw, bamboo powder and coconut shell into one-piece molded pallets made entirely from recycled wood-derived content, so the due diligence file gets shorter instead of longer, and the plant keeps shipping fumigation-free pallets.

The Old Route: Virgin-Timber Pallets and Due Diligence on Every Consignment

The traditional route is a pallet nailing machine or wooden stringer pallet equipment fed with sawn virgin timber. It works, and it is well understood, but it carries the full due diligence chain. Under Regulation (EU) 2023/1115 wood and wood products sit in scope, the operator has to run due diligence, upload a due diligence statement with a reference number, and be able to show the product is not linked to land deforested after 2020. For a pallet maker buying sawn boards, that means plot-level geolocation, risk assessment and mitigation that physically sit with suppliers, while the penalty and the public naming sit with the operator. Infringement penalties reach up to 4 percent of global annual turnover, and violations are published. Stack ISPM-15 heat treatment records and fumigation paperwork on the same shipment and the pallet becomes a documentation product. Output is still held on the same three shifts, so the compliance load is added with no gain in capacity, and the maintenance profile of a nailing line, with its consumable nails and wear parts, does not improve either.

Why the Presswood Pallet Machine Fits: Recycled-Derived Content Plus a Closed Loop

The fit is structural, not cosmetic. On a presswood pallet machine the incoming stream is recovered lignocellulosic residue: sawdust, wood chips, shavings, straw, bamboo powder, bagasse and coconut shell. The molded pallet is pressed from plant fibre under heat and high pressure, made entirely from recycled wood-derived content, so the virgin timber chain of custody and its deforestation exposure leave the product at the recipe level and the molded pallet production line stays outside the due diligence obligation that the timber route has to serve. The second half of the argument is the loop. A retired pallet can be crushed and re-fed into the line instead of being downgraded out of the gate, and because the process is a nail-free wooden pallet process there is no metal to strip before the fibre returns to the hopper. Every cycle stays inside the plant, so the compliance team answers a question about intake records rather than about harvested plots, and the ISPM-15 exempt pallet equipment argument and the compliance argument point the same way: fumigation-free pallets, no harvest plot file behind them.

Line Evidence: 1600T Presses, Rail-Mounted Spreading and a Recorded Press Cycle

The evidence is visible on the line. Upstream, a hammer mill reduces recovered timber to roughly 5 to 30 mm in length and 2 to 5 mm in thickness, and a rotary drum dryer with cyclone dust collection conditions the fibre before gluing. Adhesive is prepared in dual blenders with pneumatic discharge gates and screw feeding, then a rail-mounted weighing and spreading station with PLC screens doses the mixture into the mold cavity, which is precisely the step where manual spreading creates density variation and quality instability. Hot pressing runs on a 1600T three-beam four-column press with box-welded steel columns and finite element checked frames, at 150 to 180 degrees Celsius, 15 to 20 MPa and a cycle of about 180 to 240 seconds; servo take-out arms extract the cured pallet and a chain or roller conveyor carries it to stacking. Molds cover 1000 by 1000, 1100 by 1000, 1200 by 1000 and 1219 by 1016 mm pallets plus custom structures, at a product density of 0.8 to 1.2 grams per cubic centimetre. The end result for an EU network is a shorter evidence trail: an intake record per tonne of recovered fibre, a pressing log per pallet, no virgin timber chain to defend, a fumigation-free product that clears export paperwork faster, manual weighing and spreading replaced by an automated pallet manufacturing line, and nestable pallet manufacturing that puts more pallet per truck. The due diligence file does not vanish from the group. It simply stops being written about your own pallet.

  • Scope check: EUDR obligations, penalty exposure and recycled-derived treatment are stated as given in the task brief; no legal advice is offered and no certification is claimed.
  • Image check: both assets were selected from the AutoML designer gallery index and their indexed English ALT text was applied at media import.
  • Parameter check: tonnage, temperature, pressure, cycle time, particle size, pallet dimensions and density come from the AutoML product brief and remain subject to the project technical agreement and trial data.
  • Dedup check: title, slug and the two selected image URLs were compared against the published presswood pallet and AutoML posts before publishing.
